The Essentials of Healthcare Reform
March 25, 2010. Acting within his powers, the Senate Parliamentarian decided early this morning that two provisions in the healthcare fixes bill must be removed because they violate reconciliation’s strict budgetary rules.
The decision to remove the two provisions means the bill will go back to the House for another vote, a move that delays enactment of the healthcare reforms President Obama signed into law.
The two sticking points, which Democrats describe as minor, deal with funding for Pell grants. Pell grants are government-issued funds that help low-income students pay for college.
Because 20 hours of debate on the bill are required, there’s still time for Senators to make additional changes. A final Senate vote is expected this afternoon and a House vote is expected Friday, just before Congress leaves for a two-week recess.
